In 2017, the good people of Nairobi county elected a clown, a jail break of questionable intelligence to be their governor. Whether it was out of hysteria or plain old foolishness, only history will be the judge. Now, after two years of disastrous leadership, the other incompetent fellow at State House have taken over critical functions of the county government leaving Sonko basically idle and with almost a ceremonial title. The legalities of the process I leave to lawyers to discuss.
The new town Sheriff is Major-General Mohamed Abdalla Badi. If he is to clean the rot in the city government, I see only one way to do it. First and foremost, announce vacancies at development control. Fire everyone who is there and have fresh interviews. Those who reapply and qualify, move them to sub-county offices or place them in other departments or he should say goodbye to changes in that department.

and if this it to change, a change of guard at the helm is not enough. A shakedown of the entire edifice is mandatory. Unless, this is one of those plans by incompetent office bearers to keep justifying their salaries while being incapable of delivering their mandates to the public.
The toughest job for the good major will be managing traffic congestion in the city roads. As Brian never stops to remind me, planning alone will not solve this problem and especially as long as people rely in their own personal cars, we shouldn’t expect any changes and I doubt the general has what it takes to demand radical action to change how move within the city so we might as well forget any changes in this respect.
Studies have been done around the world how cities can improve their revenue collection. I can’t tell to what extent the general believes that scholarly material has application in practice. It is likely he will do nothing creative or innovative to improve revenue collection or to come up with new revenue streams.
To improve public health systems, the county government or in this Nairobi Metropolitan Service will need to move fast to improve clinics and other health facilities, employ necessary personnel and pay more attention to preventive actions rather than curative.
The good general will have to allocate up to 30% of revenue to manage garbage collection. This again is supported by evidence from studies in other jurisdictions of what budgetary allocations are required to maintain some decent level of garbage collection, disposal and treatment.
He has a tall order which I doubt he will be able to accomplish. Maybe the general is an accomplished army man but public service is an entirely different ball game. And because I have doubts in the appointing authority’s ability to carry through with a challenging task, there is no where this Nairobi regeneration plan is going.

the same maker who has left the most Catholic country in the world in the hands of her medical officers.

which he has so far refused to the 13071 dead (as of this writing) from Corona virus. But maybe we are a special country, who knows.
The archbishop for the Anglican church on his part had this to say

Different worlds. No official or public figure here has mentioned any deity or even the suggestion of prayer. Well, none apart from the leader of Destiny Church – the nearest thing we have to a mega-church. The self appointed “Bishop” Brian Tamaki has claimed “Satan has control of atmospheres unless you’re a born-again, Jesus-loving, bible-believing, Holy Ghost-filled, tithe-paying believer.” Tamaki requires his followers to tithe 10% of their income to his church.
He says New Zealand had turned against God by removing Jesus from Parliament’s daily prayer, restricting religious instruction in schools, talking about abandoning the national anthem ‘God Defend New Zealand’, and allowing other religions to flourish. Apparently his God allows pestilences and plagues and famines to occur as a way of getting attention back again and saying that he is the one true God.
I don’t wish ill of anyone, but there’s plenty of public comment here about wishing Tamaki gets covid-19. I understand their feelings.

This seems to be what is coming out of many sermons. Their god is angry and is punishing people for it.
I read an article of this American evangelist who said even those who have lost their jobs must continue to tithe 10% of their non income.

Tāmaki only gets reported because of his notoriety of preaching hateful fundamentalist anti LGBT sermons. Personally, I’d prefer the media just ignore completely.
Fortunately, when he comes out with his nonsense media here ask other clergy if Tamaki’s view are representative of Christian thought. Not once has he been endorsed by other clergy outside his own church.
Curch representatives here tend to be very mild mannered and polite – Tāmaki seems to be the only preacher of hell and damnation who’s known outside of his own church – but I have yet to hear any of them offer anything but condemnation of Tamaki’s views. The guy is clearly an embarrassment to the rest of the Christian community.

At one stage his Destiny Church had around 10,000 followers spread over about a dozen congregations around the country. He now has around 3000 followers in less than a handful of congregations.
I’m grateful that he’s in the business of religion and not of politics. He can do less harm where he is.

American evangelism is a recent import. The missionaries who were here first were English and Catholics I don’t know from where which were quite tolerant. But with TV religion, people seem to adopt just the worst they can get

Brazil News: the governors of Rio and Sao Paulo enacted strict isolation rules last week; banning gatherings, including things like church services, closing schools, universities, etc. No different than what is happening all over the world. Our criminally insane president signed an executive order yesterday overruling their efforts for public health. Not kidding. He said people should be able to do what they want, especially go to church.

In California we are told we CAN go outside, but solo. I actually rode my bike this weekend and today. Today was miserable-22 mile per hour winds and relatively speaking cold, but I was so sick of being cooped up. I can be in the office only when everyone else is gone, so….
I started one bike ride in a city park. Not to join in the silly “Battle of the Generations” but was rather shocking to see all the Millennials and Generation Z kids utterly oblivious as to the New Rules. My sister ranted and raved about it. I told her that her 30 texts complaining about it are a waste of energy, that obedience is never 100% unless one lives in a tiny apartment monitored by cameras everywhere (China). The United States has had a vocal campaign against drunk driving for 30 years, yet people still drive drunk.

I think how people treat warnings depend on their proximity to a pandemic or a crisis. If they think it is way over there, they will not take it seriously and given that the first bits of information that came out were that young ones were not at risk. So what to do? Go partying

Police had to disperse people from churches here yesterday. It’s like for some reason, as Nietzsche said, madness in crowds is the norm. How can sane individuals leave their houses to attend a mass gathering when they have been expressly told not to?

Nearly every individual believes they are immune and the virus (or sickness or whatever) won’t touch them. It’s only when common sense steps in that people actually have second thoughts and decide that maybe — just maybe — it might be wise to be cautious.
Of course, for some, common sense is an unknown quality.

Medical experts who I defer to in situations like this have advised social distancing, good basic hygiene and so on. Prayers are good for consolation so I will not stop anyone from praying but I hope when they do, they do observe these guidelines.

I think the socio-economic impact of the lock-down will be worse than the disease. You fellows at least do have some level of social safety nets. There is no such thing here, so if this goes on for a little longer, it will have law and order consequences not seen in a long time.

While I’m here, and for another dose of sanity, try googling Prof Michael Levitt – Nobel laureate, biophysicist – advised the Chinese on the course of the virus and predicted the numerical outcomes. He’s been doing a lot of interviews including on the BBC this morning. Rather at odds with our resident ‘expert’ Neil Ferguson whose modelling has caused a lot of panic. Levitt has a very rational assessment of the pandemic and seems to be v. nifty with the stats.
